Now that is a somewhat fearsome Ishtar fit. They've learned to plug resist holes. At first glance, the lowest resist on it will be explosive, probably somewhere in the mid 60% range while EM is closer to 70. And cap for days...I can understand two medium neuts not being enough to prevent him from running his booster intermittently.
That Tengu looks weak in both the DPS and tank department. You might consider a Stratios? Would actually be cheaper than that Tengu with comparable DPS and should be able to fit at least three medium neuts. A dual rep Stratios MIGHT be able to tank him indefinitely, especially if you use a dual prop fit and orbit with AB on. I know you can run a dual prop buffer fit that gets 60-70k EHP, and 450 DPS with Geckos.

Stratios would be much better due to neuts but the problem is a smart ishtar pilot would be gone as soon as a stratios shows on grid, i think OP wants to use the tengu because most ishtars wont expect a tengu to be able to kill them. yea i also want to use the tengu to be safe from bubbles, when i go up there, with the stratios moving around in null is not that easy Try something like this: Fly cloaked/interdiction scouting tengu with the other offencive sub and prop sub in your inventory. Find an ishtar, go out of DScan range and refit to a full offencive fit and then warp onto him. I just dont think a cloak null tengu has dps to kill an ishtar yea i actually did that when trying with the 2 neuts, i refitted but did not make it... i got a new setup now with some heavy shild and 600 dps em, I will try with this one... got another fit with 700 dps but with a much smaller shield, i may trie that one as well if I die again...
His lowest resist will be to explosive - base resist of 50 + AIF II gives a bit lower number than T2 EM hardener + AIF II. Furthermore it looks like they mostly use Wasp heavy drones with kinetic damage (because that is the optimum damage type against Guristas); I think you would benefit from taking extra care to stack kinetic resist as high as possible.

that did not work either, I guess i switch back to my bomber and shoot their haulers, this is getting too expensive
Try a Gecko Stratios.
Don't get baited, since every goon ratter in Deklein with functioning brain cells now has you watchlisted.
You could also maybe try a kite Pilgrim? Speed tank their heavy drones while your bonused neuts turn off their ship? |

You know you have to give Harry alot of credit. There are legions of players constantly spewing "grrr goon hat goon" but very few actually willing and able to get into fortress Deklein to do something about it. That deserves respect.
